The aim of the article is to identify the degree of cohesion of goals and needs of functional areas development with targets defined in the development of communes and a region. The functional areas: urban and sub-regional of Opole Province make the case study here. The study was conducted on the basis of documents which deal with planning and programming of the development of regional, local, as well as functional areas.
